Lives in Anne Arundel County, Howard County, Baltimore County, Baltimore City County, Montgomery County, Prince George’s County, or attends Carroll or Frederick Public Schools?
Is Hispanic?
Has a GPA of 2.5 or above?
Is going to be a sophomore, junior, or senior next year?
